Abstract: Federalism is a political concept that is used to describe the system of government based on sharing of powers and resources between the centre and the federating units. It is one of the oldest concepts that transferred from socio-economic to political terms to denote the system of government. The system has been adopted by several countries that have the characteristic of the diversified societies. Pakistan is considered to be one of the federal states with parliamentary political structure. The development of federalism in the state has remained blurred due to constitutional autocracy and centralization of political and economic powers. But after passing the 18th amendment in the constitution of Pakistan the parliamentarians have reformed the federalism in Pakistan to some extent. Besides this reformation still many challenges are present in the sharing of powers between the centre and provinces. In this research, the discussion has been focused on the development of federalism and hindrance in the way of federalism in Pakistani state. The causes of political mismanagement, unrest in the provinces imposition of Martial Laws with abrogation or amending the constitution by authoritative measures and failure of the federation in 1971 also been highlighted. The main focus of this research is on the federalism in Pakistan in post Musaraf era. Democratic transfer of powers in2008, 2013 and 2018 in Pakistan and works of democratic governments for reforming and enhancing federalism in Pakistan like 18th amendments are also the part of the study. In this research effort has been made to highlight the main challenges to federation and their solution is also presented. At the end of the study the suggestions have been mentioned to develop the system of good governance in the state so that democratic and collaborative federalism in Pakistan be flourished. Pakistan can better be progressed and get an opportunity to enhance the solidarity and integrity amongst the provinces, social mobilization in federal and provincial affairs and economic development by promoting federalism in the state.
